Since its inception, DFA has positively impacted the lives of many people by expanding access to essential services, providing humanitarian assistance, and supporting livelihoods and community resilience. Guided by values of equity, human dignity, sustainability, empowerment, and transparency, DFA implements conflict-sensitive, inclusive interventions that promote social justice, gender equality, and long-term peace.
Project Background
DFA is implementing a project titled “Youth-Led Dialogue for Sustainable Peace and Social Cohesion in the Benishangul-Gumuz Region.” The project seeks to reduce tensions, strengthen social cohesion, and promote long-term stability in the region. The project’s expected outcome is enhanced capacity of youth-led organizations and civic actors to facilitate inclusive and sustainable dialogues with communities and local authorities, fostering trust, reducing ethnic or social tensions, and enhancing local accountability across the region. One of the key activities under this project is to conduct a project endline evaluation to assess changes in dialogue practices, levels of trust, and collaboration across target groups and stakeholders of the project; document success stories and challenges; and develop evidence-based scale-up and sustainability recommendations.
Purpose
The purpose of this consultancy engagement is to undertake a thorough and reflective evaluation of the project “Youth-Led Dialogue for Sustainable Peace and Social Cohesion in the Benishangul-Gumuz Region,” implemented by DFA, in the year 2026.
Objective
The objective of this consultancy engagement is to systematically capture key results, lessons learned, best practices, stories of change, and challenges encountered throughout the project’s lifecycle, and to develop (propose) evidence-based scale-up and sustainability recommendations.
Scope of Work
The scope of work for this consultancy engagement includes the following key components:
Documentation of Key Results and Outcomes: Collect and synthesize both quantitative and qualitative data on project achievements. Identify and document milestones, deliverables, and measurable impacts, focusing on the following core areas:
- Relevance
- Efficiency
- Effectiveness
- Impact
- Sustainability
Crosscutting issues: Address stakeholder engagement, gender equality and inclusion, conflict-sensitive implementation, and the inclusion of a human rights-based approach.
Lessons Learned and Best Practices: Conduct interviews and review project documentation to capture lessons learned throughout the project lifecycle and identify and compile best practices that contributed to success of the project.
Stories of Change and Challenges: Gather qualitative narratives illustrating significant changes resulting from the project at organizational or individual level and document encountered challenges, and how they were addressed.
Evidence-Based Recommendations for Scale-Up and Sustainability: Analyze collected data and insights to develop concrete, evidence-backed recommendations for sustaining the project’s impact and replicating it in different contexts through scale-up projects.
Reporting: Prepare a comprehensive report document that includes the following sections:
Executive summary, detailed findings, lessons learned, stories of change, and recommendations.
Deliverables and Timelines
The key deliverables for this consultancy engagement include:
- A detailed work plan and data collection tools.
- A draft document outlining the project achievements, success factors, challenges, lessons learned, three success stories or stories of change, and evidence-based, actionable recommendations for the scale-up and sustainability of the project.
- A final comprehensive endline evaluation report.
The consultancy work is expected to be completed within a one-month period (25 August 2026 to 25 September 2026.
