Job Description

ACT American College of Technology is looking for an experienced, proactive, and people-oriented HR Manager to lead and manage the College’s human resource functions.

The successful candidate will be responsible for developing and implementing effective HR practices that support employee performance, organizational development, staff engagement, talent acquisition, and a positive workplace culture.

Key Responsibilities

  • Lead and manage the overall Human Resources function of the College.
  • Develop, implement, and continuously improve HR policies, procedures, and systems.
  • Manage the full employee lifecycle, from recruitment and onboarding to separation.
  • Develop and implement effective recruitment and talent acquisition strategies.
  • Prepare job descriptions, vacancy announcements, interview processes, and selection procedures.
  • Coordinate employee onboarding, orientation, probation, and confirmation processes.
  • Maintain accurate and confidential employee records and HR documentation.
  • Develop and manage employee performance management and appraisal systems.
  • Support managers and departments in setting employee objectives, evaluating performance, and addressing performance gaps.
  • Identify staff training and development needs and coordinate appropriate training and professional development programs.
  • Promote employee engagement, motivation, teamwork, and a positive organizational culture.
  • Handle employee relations, grievances, disciplinary matters, and workplace conflicts professionally and fairly.
  • Advise management and employees on HR policies, procedures, and employment-related matters.
  • Ensure HR practices are aligned with applicable labor laws, regulations, and institutional policies.
  • Develop and monitor compensation, benefits, leave, attendance, and other employee-related systems.
  • Prepare HR reports, workforce analysis, and recommendations for management.
  • Support workforce planning and organizational structure development.
  • Develop strategies for employee retention and talent development.
  • Coordinate staff recognition, engagement, and welfare initiatives.
  • Ensure effective communication of HR policies, procedures, and organizational changes.
  • Work closely with academic and administrative departments to address staffing and workforce needs.
  • Maintain professionalism, confidentiality, fairness, and ethical standards in all HR activities.
  • Stay updated on developments in HR practices, employment regulations, technology, and HR trends.
  • Perform other HR-related responsibilities assigned by management.

Qualifications & Experience

  • Bachelor's or Master's degree in Human Resource Management, Management, Business Administration, Organizational Psychology, Industrial Psychology, or a related field.
  • Minimum of 5 years of relevant professional experience in Human Resources, with demonstrated experience in an HR management or supervisory role.
  • Experience working in an educational institution, college, university, or similar organization is highly preferred.
  • Strong knowledge of HR policies, procedures, recruitment, employee relations, and performance management.
  • Good understanding of applicable Ethiopian labor laws and employment practices.
  • Strong leadership, communication, negotiation, and interpersonal skills.
  • Excellent organizational and problem-solving abilities.
  • Strong analytical and decision-making skills.
  • High level of confidentiality, professionalism, and integrity.
  • Proficiency in Microsoft Office and HR information systems or digital HR tools.
